Seminar Two – Supplying to Health: The Changing Nature of Health Procurement in Victoria
Local procurement has long been a subject of interest to the Healthtech Industry in Victoria. The event is designed to engage with industry and government about the key drivers and barriers to increased local procurement. The reasons for local procurement may be driven by increased bio-security, improved economic development, maintenance and improvement of our manufacturing skills and capabilities and support for start-ups to secure local sales in the early stages of their commercialisation journey.Join thought leaders and experts as they explore what can be done to strengthen local procurement related to healthtech, what is the status quo, what is needed and how do we get there.This event will provide insights into local health procurement policy and future needs of the healthcare system. Our expert panel will discuss opportunities for local suppliers in the health system including around sustainability and supply chain resilience. Key topics include access to information, regulatory compliance, cost considerations, and capacity constraints. Tracey Shearer, Managing Director, August Consulting
Tracey Shearer is an experienced procurement executive with a diverse, multinational background. Having held senior leadership roles in diverse industries, including healthcare, community services, IT and manufacturing, and worked in the public and private sectors, large global companies and not-for-profit organisations, Tracey has led, mentored and coached teams to deliver highly competitive procurement strategies.
Tracey now leads procurement specialist firm, August Consulting, where she helps organisations optimise their procurement and supply chain by providing practical and relevant advice, and demonstrating how to influence change in complex environments, leading to successful outcomes.
Tracey is the former Chief Procurement Officer at Queensland Health, where she led the implementation of a new procurement operating model, transforming it from an operational to strategic service offering, with a focus on category management, benefits delivery and building strong relationships with their customers. As part of the transformation, she implemented key enablers, including capability, governance frameworks, communications, reporting and data analytical tools to provide a platform for success.
Tracey is passionate about the strategic shift in procurement, and believes that by investing in the right people and technology, procurement will be vital to the competitive advantage of every organisation. She is focussed on helping organisations address procurement and supply chain challenges and turn them into opportunities.

Paul Callahan, Manager, Supply Chain Surety, HealthShare Victoria
Paul Callahan has 37 Years in Healthcare including 14 years in healthcare procurement and supply chain. His previous roles in the Private health sector include Head of Supply Operations – Procurement at Healthscope. He is also a registered nurse. Paul enjoys problem solving and having a positive impact on patient outcomes.
Dr Kean Kuan, Chief Medical Officer, Lucidus Health, Chief Medical Officer, Victorian Institute of Forensic Medicine
Dr Kuan is a medical practitioner and specialist medical administrator, with dual Fellowship of the Royal Australasian College of Medical Administrators (FRACMA) and Australasian College of Health Service Management (FCHSM). He also holds two Master’s degrees in health management and healthcare research. He brings with him a wealth of health executive experience across metro and regional Australia to ensure the medical services delivered by the institute are of the highest quality and delivered efficiently and effectively.
Dr Kuan is also an expert consultant in healthcare clinical governance systems. He has experience navigating the complex labyrinth of public and private healthcare systems to implement practical and achievable solutions for accreditation, credentialing and integration of new health technologies and products.

Shelley Jackson, Director, Australian Medtech Manufacturing Centre, Department of Jobs, Precincts and Regions
Shelley is the Director of the Australian Medtech Manufacturing Centre (AMMC) a $20 million Victorian Government initiative that will support the growth of medtech manufacturing in Victoria. The AMMC is operating as a unit within the Department of Jobs, Precincts and Regions working with government and industry partners to deliver targeted programs to support the growth of the sector, leveraging government as a customer.
Previously Shelley led the International Health team with the Australian Trade and Investment Commission with responsibility for global trade and investment promotion of Australia’s health and medtech sectors. She has held multiple leadership roles with Austrade in including as Assistant General Manager for Health, Digital Technologies and Landing Pads, State Director and as Trade Commissioner Austrade San Francisco and New York.
